For some reason the Shortcut Icon isn't showing on my web browser's tab bar. This is consistent on any browser I use. I checked to see if the image I downloaded is in my files and it is. So I'm not sure why this is happening.

I have checked your site and see no HTML element which is used to define shortcut icon for your site. I recommend you should access your site as an admin and go to Appearance > TB Wall settings > Global tab > Shortcut Icon Settings and check whether settings of the shortcut icon is configured properly or not. Moreover, I have tried to change the shortcut icon for TB Wall at my local machine and it is displayed properly as you could see in below picture:

Sorry about the delay. I just checked and double checked. Everything seems fine on my end. Still not image for the browser shortcut. I also clicked the default image and that doesn't show as well.
