Exposed Filters in Views not Working with TB_University

I have troubleshooted this issue down to the point where I am fairly convinced this is a theme issue. When I create a view and try to add an exposed filter to it, the checkbox doesn't activate the exposed filter option. When I save the filter configuration, there is no exposed filter and when I go back to edit it, the Exposed Filter checkbox is unchecked. If I change to a default Drupal theme, it works fine. I am using TB_University but I have also tried the Nucleus Starter template. Same issue with each. I am using Drupal 7 version 7.43 and I have tried removing just about every module I can with no change to ths issue.
