Create Header Region

Header Region has one element. Search Form block.

Step 1 Go to Structure> Block

Step 2 Find Search form block. Assign it to Header region

Step 3 Scroll down to the bottom and click "Save blocks" button.

Step 4 Go to People. Click "Permissions" tabs. Find "Search" area, set following properties:

Search form
