A. Create Menu Structure

Step 1 Go to Structure > Views. Enable Frontpage view then Edit front page view, new windown is opened with following properties:

B. Assign Block

Step 1 Go to Structure > Blocks

Step 2 Find View: Popular View and click configure link, set following properties:
